How can I take pictures with extreme bokeh with an in-focus subject nearby?

How is that possible to make this type of picture, once his face is close to the christmas lights and all huge without focus. I tried f/2.8 with a 50 mm but with both lights and face next to each other, never could get this type of bokeh.

Not sure If has a specific term for that, but even (picture 2) this photography, the bokeh is very well observed with no big distance from the subject (person) and the focus its totally in the person who is holding the xmas lights. Bokeh in the first part of the picture, focus in the person and blurry in the background. Someone knows how to do that?
