Assuming you talk about portrait/event/wedding photographer.
When choosing - work that stands out. Creative ideas, personal approach, tasteful pictures. These are hard to define and very personal, but usually not so hard to notice.
When negotiating the deal - client relations, experience, prices, usage terms (these are very important nowadays when people post their wedding pics on Facebook and the rest think "give me the number of that photographer" or.. they don't).
When it comes to delivery - correctness, punctuality, attention to detail. Maybe a nice extra like 'photographer's favorite picture for free'.
Disclosure: I've not been in phptographer's role in these kind of deals nor do I intend to be.
